Doreen Nanibaa McPaul is an enrolled member of the Navajo Nation and has 25 years of experience in tribal governance and Federal Indian law. Born and raised on the Navajo Nation, she has dedicated her legal career to serving tribal governments, strengthening tribal institutions, and supporting tribal attorneys and law students.
Doreen currently serves as Executive Director of the Tribal In-House Counsel Association (TICA), a national organization committed to supporting, connecting, and providing professional development opportunities for attorneys who serve tribal governments and tribal entities.
A founding member of TICA, she previously served as its President for more than a decade and helped develop a national professional network of tribal in-house attorneys and allies. She also serves as Of Counsel to the Kewenvoyouma Law Firm and as conflict counsel for the Salt River Pima-Maricopa Indian Community’s Defense Advocate Office.
Doreen has spent most of her career as an in-house attorney for tribal governments, including the Navajo Nation, Tohono O’odham Nation, White Mountain Apache Tribe, Pascua Yaqui Tribe, and Salt River Pima-Maricopa Indian Community. She completed a four-year term as Attorney General of the Navajo Nation, where she oversaw the largest in-house tribal law office in the country.
Doreen began her legal career as a judicial law clerk at the Arizona Court of Appeals before returning home to Chinle, Arizona, to serve as a tribal court staff attorney. She has also worked in private practice and served as a visiting clinical law professor and Interim Director of the Indian Legal Clinic at Arizona State University.
Doreen has served on the State Bar of Arizona Board of Governors since 2018 and currently serves as the first Native American President of the State Bar. She also serves on the boards of the American Indian Law Center, the Irish Cultural and Learning Foundation, and the Diné Development Corporation. She earned her bachelor’s degree from Princeton University and her Juris Doctor and Certificate in Federal Indian Law from the Arizona State University College of Law.
Most importantly, Doreen is a proud military spouse and mom. She is married to SFC Mark McPaul (retired) and they have three teenage sons.
